Hi, i was trying to make a minecraft server so i created the start.command file like it says to do and whenever i try to run the file i get a message saying that i cant. i am the administrator and have read & write access privileges too. it still wont open.

I think you're making a big mistake here, but to set the executable bit, launch the Terminal application, enter "chmod u+x " (without the quotes, but with the trailing space), then drag the file into the window and press return.
Back up all data before running the command file. If it doesn't work or wrecks your system, please ask the person who distributed it for help.
and i dont think that minecraft is the problem because i get this when trying to open the start.command
The file “start.command” could not be executed because you do not have appropriate access privileges.
My guess is that's a relatively small group of users here, so the Minecraft help page is your best bet:

The file has to have the owner-executable bit set.
how do i get that?
