EnumeratedStrings.plist keeps popping up

Whenever I restart or boot this file called EnumeratedStrings.plist opens in Text Edit.

Here is what is displays:

<?xml version="1.0" encoding="UTF-8"?>

<!DOCTYPE plist PUBLIC "-//Apple Computer//DTD PLIST 1.0//EN" "http://www.apple.com/DTDs/PropertyList-1.0.dtd">

<plist version="1.0">

<dict>

<key>_LOCALIZABLE_</key>

<dict>

<key>menuName</key>

<array>

<string>下雨</string>

</array>

<key>minMaxLabel</key>

<array>

<string>最小</string>

<string>最大</string>

<string>最小</string>

<string>最大</string>

</array>

<key>sliderLabel</key>

<array>

<string>数量:</string>

<string>风:</string>

</array>

</dict>

</dict>

</plist>

What is this and how do I stop it from opening?
