I have read that Verizon iPhones won't work outside the US. Is this just referring to making phone calls? Will data services (Safari and Apps requiring an internet connection) work outside the US?

It would mean all services.
Verizon is a CDMA network. most of the world uses GSM.
Contact Verizon to see if there are any compatible networks in the country of your travels.
Why wouldn't the data services work with a WiFi connection?
Completely different data connections: WiFi is Wifi, your phone will work everywhere WiFi is available. Cellular Data is different, your phone will only be able to access cellular data if CDMA service is available.
