I use a ELAN PS/2 Port Smart Pad. Every other program works, except Safari. In Safari, the scrolling function of the mouse works erratically. Either it doens't scroll at all or the scrolling is very laggy and choppy. A solution would be fantastic.

I guess there is no solution. I have the same problems on a Mac. Simply throw the **** off your machine and go back to Safari 5.05 or any better browser

lol. I almost always use Chrome, but I decided to take a walk on the wild side and give Safari a chance. The reason I stopped using it before was because I had the same issue, and that was nearly a year ago and on a different computer.
