How can a Standard user use ssh / sftp on Lion Server

I am trying to allow a standard user to ssh / sftp into a Lion server, and keep getting a PAM authentication error:

sshd: error: PAM: permission denied for johnsmith

where johnsmith is a Standard user.

Users with Admin privileges can ssh / sftp in with no problem.

Any suggestions / info / help would be greatly appreciated!

Thanks,

Michael

On the server, under System Preferences, Sharing, Remote Login, do you have "Allow access for: All users" selected? Or just "Administrators"?
