I use Pages and background object a great deal. I am tired of constantly going into Inspector and having to select "background objects are selectable". Is there a way to set this so that it is by default checked / selected?
Not that I can see. If you didn't make them background objects but just sent them to the back wouldn't that do what you wanted?
Locking the background object is the objective of being a background object. So you don't accidentally disturb it.

Background Objects are always Selectable if you go about it the proper way.
Click once in the Margin to remove the focus from the Text Layer. Then Hold the Command key down and Click-Drag a Selection Rectangle across your Background Object, beginning in the Margin and it will be selected.
