How can I stop the Mac Keeper "clean your mac" pop up to appear? I force quit safari each time it appears but is there a way to stop it from reappearing?

Contact the author of MacKeeper for uninstallation instructions. The only utility you need is a backup utility*:

Did you actually install MacKeeper, or are you just getting pop-ups?
NO. I did not install MacKeeper. I just keep getting the annoying popup asking me to clean up my machine.
Just don't visit websites that advertise it. Sometimes you'll find popups do not show up until after you left a website. Just close the window with the red button in the upper left corner, and determine which website uses such advertising. http://www.mozilla.com/ 's Firefox has better popup blocking than Safari, although it isn't perfect.
Since you didn't install it, uninstalling it isn't going to do much good.
You can either avoid the websites that the MacKeeper developer advertises on, or install an ad blocker. The one I use is called GlimmerBlocker, and it's excellent.
Javascrip popup windows are like a baseball bat in nature, they have a dual purpose, they can be used to play baseball or used to smash mailboxes. It can be used for good or bad.
There is only one viable solution to your problem, you could turn off Javacript in Safari's preferences but most of the web won't function.
What you need is a method to allow Javascript (and other potentially hostile scripts) from running only on sites you allow.
There is only one add-on I know does this and provides other security features as well.
That's the NoScrpt Add-on for Firefox.
You use the Customize ToolBar to drag a NoScript button to the toolbar and click it whenever you need the scripts to run on a website your visiting. It's not many for most users.
You can also choose to set the site on your "white list" so the scripts always run (or don't run) there as well
There is no other add-on quite like NoScript on any other web browser, not Safari nor Chrome or Opera.
You'll have to get used to using Firefox, but the range and immense amount of add-ons and customization of the browser is a power user's delight. It's a huge step from Safari's "grey".

I am having the same problem. It keeps opening another tab even though I haven't downloaded it! I opens about every 2 minutes! It is driving me mad please help!

Much has changed since 2011. You have installed some kind of adware. See my Adware Removal Guide for help getting rid of it.
