Cannot change to manual sync on my iPod Shuffle.

Cannot change to manual sync on my iPod Shuffle. I have Restored and followed the instructions (mentioned below) to do this, but I keep getting an error that I need to set to manual sync. Writing this from a Win XP computer, but I had the same problem with my Win 7 computer.

I tried these steps:

1. Connect iPod shuffle to your computer and open iTunes.
2. Highlight your device
3. Select Edit in the upper left hand corner of the iTunes screen.
4. Select Preferences from the dropdown menu
5. On the Devices tab, make sure that “Prevent iPods, iPhones, and iPads from syncing automatically” has been selected.

Tried this too:

If you prefer not to use Autofill to sync music to your iPod shuffle, you can manually sync music instead.

1. Connect iPod shuffle to your computer and open iTunes.
2. Select the option to "Manually manage music" from the iPod Summary tab of the iPod settings screen.

This option actually does not appear for my Shuffle.
