Clocks at lock screen
Hi,
it's so strange - i have configured 24-hour time format for all things in my system, but at lock screen at the top i see clocks in 12-hour format. Is it misconfiguration or is it bug?

I'm having the same problem - no matter what I do I cannot set the lockscreen back to 24 hours. I'm thinking about doing a complete reset...
How to change Time to 24 hour format.
System Preferences > Language & Text > Formats tab.
Click Times customize... button.
Change the time for Short: 19 : 08
Medium: 19 : 08 : 09 and so on.
Oops! I suspect that I (& the original poster) may have miss-posted in the Lion instead of iPhone discussion.

If that's the case, did you do Settings > General > Date & Time
24-Hour Time set to On
Set Automatically set to On
Correct Time Zone
Here is solution used to change time to 24-hour format on Mac OS Login and Lock screens. I am running OS X 10.8.2 localized in Sweden.
1. To enable Swedish time format on Login screen run following command from Terminal:
sudo defaults write /Library/Preferences/.GlobalPreferences AppleLocale "sv_SE"
2. To enable Swedish time format on Lock screen do the following:
a. Enable Root User (how to do see below)
b. Logout
c. Login as root
d. In System Preferences -> Date & Time -> Clock check Use 24-hour clock
e. Login as standard user
f. Disable Root as User (how to do see below)
To enable Root User:
System Preferences
-> User & Groups
Click the lock to make changes (admin password)
Login Options
Jonn
Open Directory Utility
Click the lock to make changes (admin password)
Menu -> Edit -> Enable Root User
Type Password two times
To disable Root User
System Preferences
-> User & Groups
Click the lock to make changes (admin password)
Login Options
Jonn

Im also running 10.8.2. Swedish and I was not able to follow your instructions.
I did find a different way to enable root user, with the Directory Utility app (/System/Library/CoreServices/Directory Utility.app). Open up terminal and enter:
open '/System/Library/CoreServices/Directory Utility.app' (press enter)
Click the padlock, enter your password and in the Edit menu select 'Activate Root-user'.
Give it a password and the root user is able to log in from the login screen.
You may need to activate login with "username and password" in the Settings > Users & Groups > Options.
Log in as root. Change the time-format settings, log off root user and then login as your normal user.
Lock the screen. Time is now in 24h format! (If you selected this when logged in as root).
