Replaced 3GS battery, but won't hold charge?

So I had error 19 on my iphone 3gs ( battery issue ). Replaced the battery and it restored but the battery only charged to 45% and wouldn't exceed that. Now it won't charge at all. It has been plugged in for 8 hrs and went from 42% to 35% WHILE plugged in. What could cause this? Faulty battery, or software/ other hardware issue?

Error 19 as explained by Apple notes, is an iTunes error most commonly associated with the iPhone 3G. Your iPhone is 3GS. Why do you think this Error is a "(battery issue)"? I guess it seems to be a battery issue now?


Next step is to Restore iPhone as New. See if this helps. If not, try another battery with compatible APN # for your 3GS. If still problems then could be anything including Power Management IC and related components.

It may not have been error 19 though I'm almost certain it was. I could not restore my iphone and through research of the cause of whatever error it was, it ended up being the need for a specific battery with a specific model number etc. I bought it and it finally allowed me to restore the phone. I have no errors now. I know have a brand new battery that won't charge. I wish to know if its just a bad battery or if it could be something else?
