How do I restrict calls to only people in contact list?

My daughter has gotten herself into quite a bit of trouble with who she's been talking / texting to and what she's been talking /texting about. She needs to have a phone so I just can't take the iphone 4 away from her. I have already disabled texting and safari, but Is there a way to restrict incoming and outgoing calls to people only listed in her contacts list? And is there a way to lock the contacts list? I could really use some information on this... and quick.

Thanks in advance for any and all help with this matter.

There is no way to restrict calls to the contact list, nor is there a way to lock the contacts list.

Why don't you take the iPhone 4 away, and buy a very cheap phone and have the carrier disable texting?

Don't say who your carrier is. Verizon has a service, primarily designed for parents called Usage Controls that lets you control things like calls, texting, etc. I think it's about $5/month. I bet ATT has a similar service. Call your carrier and explain what you need.
