It's hidden. If you open your Home folder you will notice no Library folder is visible. You can go to the Library folder by pressing OPTION and select Library in the Go menu. To see it permanently open the Terminal application and paste the following line:
chflags nohidden ~/Library
Press RETURN.
It's hidden in the Finder, and therefore also in TM. From the Finder menu bar, select Go > Library. Then enter TM.
I figured it out and thanks to both of you for your input.
How about finding user library in another computer's TM backup? My iMac just died. It was the computer I had all the family devices syned to. I want to get backups from those devices and move them to a new computer where I will begin syncing them.

I can't seem to figure out how to show the invisible user library on my time machine backup. I can show the invisible library on my mac ( option-Go/Library). I am also trying to find my Chrome bookmarks on my time machine back up.
Am I missing something?

Hello Adam,
Basically bring up any window you want to go back in time with and then enter time machine and choose the date you want to view in the past.
I needed to view old iPhone backups, so I held down the option key clicked go and then library etc etc (see Linc Davis post above) I located my iPhone backups and with that window open I then entered time machine and went back to the date I wanted to view and there were all my backups as they looked in the past.
Without Linc Davis simple advice above, I would still be lost.
