I recently installed mac os x lion. Before that I had Snowlepord with all iLife,iPhoto and garage band app. Now on new lion OS I don't have any of those. Do I need to download them again ?

This is weird, I downloaded Lion and kept all my apps and file. No problem what so ever. Didn't you back up before upgrading?
You shouldn't have lost any apps unless you did a fresh install and didn't have a backup.
Were they preloaded, via retail disc or did you purchase through the app store?
If preloaded, find the discs that came with your mac, those apps will be on the 2nd disc
For retail, find the DVD and reinstall
For the app store, go to the purchased tab and reload.
vazandrew has the solution, but didn't mention the why.
Those apps don't come with the OS. They come with a Mac. So, as vazandrew posted, if you erased and installed, you will have to reinstall them from the disks that came with the Mac.
If you did a standard upgrade of Lion, there shouldn't be anything missing.
