Depending on WHY it's bricked, if it's under warranty and it originated in the same country you are in, yes.
If it was physically damaged you will most likely have to pay the out of warranty replacement cost ($199 in the US). If it was bricked due to jailbreaking/hacking, no. Apple won't touch it. You'll need to purchase a new phone.
the problem is, it keeps giving me a 1611 error when i try to restore it and am not in the US and there is no apple store where i am. can i still bring it to an apple store in the US for replacement?
Only an Apple store in the ORIGINAL country of purchase will service the unit. If the phone originated in the US, you can bring it in to an Apple Store in the US
do i need to show them a receipt or something to show that it originated from the US or would the iphone 4 in its box...do the trick...and what else do i need?
They will know where it originated by the serial number. Did the phone originate in the US? If id did, and it was purchased prior to June (I believe) then the phone would have been locked to AT&T. Since AT&T does not unlock iPhones, it would have to have been hacked if it's being used on another network, which means you have no warranty and it will NOT qualify for a $199 out of warranty replacement.
