That depends on what you mean by "use".

Sure you can use it without wifi. Many apps do not require a connection to the Internet. The iPod app (or Music and Videos apps, I can never remember which the iPod Touch uses nowadays), for example.

However, iPod Touch devices do not include the "cell phone parts" - i.e. they cannot connect to cellular voice or data networks. Therefore, when an iPod Touch cannot connect to a wifi network, it has no way to transceive data with the Internet (short of Bluetooth, but that's a special case and I'm sure not what you're asking about).

Like, the Internet and stuff requires a, you know, way for the data to be sent and, like, received, dude. Since an iPod Touch doesn't have the phone parts (like antennas and radios and stuff, ya know) that allow phones to connect to cellular voice and data networks, NO YOU CAN'T QUEE THE BEAN!

there might be apps if u have an ifone 3 or ifone 4 with bluetooh linked to the ipod touch u should be able to jump the internet from it to the ipod touch but ur better off just using the wifi via the ipod its self as if ur ifone and ipod battery would run low quicker

u should be able to the ipod have a vpn on it so that may be the way

Seriously, I'd love to hear you explain how an iPod Touch is going to join a VPN when there's no wifi network for it to connect to.

The OP never made mention of having an iPhone. Anyway, you would need a plan with tethering and a pretty big data allowance
