How to change my ID accont on IPad
My I pad massage me that my apple ID blocked. Tried to reset it but not succsied in.

You should be able to use this link to reset your Id http://www.apple.com/support/appleid
If you change the account that you are logged in with on the iPad (Settings > Store and then tap the id on the right-hand side to logout) then you won't be able to update any apps downloaded via the old account unless you log back in with it - content from Apple is tied to the account that bought/downloaded it, not to the device that it is on, and they are not transferable to a different account.
