I am trying to use Facetime. I cannot seem to see the picture of the person I am talking too. The screen is black. I can see me. But nothing else.
Do I have to change a setting, or does anyone know why it is like this?

Yes. We were in the same room.
Are you using iPhones? iPad 2 or iPod touch??
If you're unable to activate or make FaceTime calls, try turning FaceTime off and on again using the following:
iPhone: Settings > Phone
iPad 2 and iPod touch (4th generation): Settings > FaceTime
we both just got iphone 4's.
We were able to place the call and hear each other. Only on my phone I couldn't see the other party.
