What does mounting failed mean and how do I fix it?

In an online course and trying to download adobe shockwave as well as the safari update and they both say . . . "Safari can’t open the file “Shockwave_Installer_Slim.dmg” because “Shockwave_Installer_Slim.dmg” is still being downloaded."
