Lion (10.7.1) Parental Controls ignore whitelist

I have Lion installed (factory install on a Macbook and also Snow Leopard upgrade on an iMac - both behave same way) and find that the whitelist is being ignored.

If you remove Apple web site from allowed web site list and put a new website in (www.bbc.co.uk/cbeebies) you can still get to the Apple site and store even though it is no longer in the whitelist. Is this a bug? User has been logged off and even machine restarted to ensure pemrissions correct.

Also, by stating the the url www.bbc.co.uk/cbeebies - I would expect all child pages of this (i.e. www.bbc.co.uk/cbeebies/anything) to be accessible which it is but you can also visit anywhere on the www.bbc.co.uk site - why is the /cbeebies part being ignored?

Thanks.
