My app store wont let me download apps, asks me to update my payment details then says theres a problem with previous purchase and card is expired which is untrue someone help me pls

I have seen cases where iTunes reports a problem with the credit card as expire, or the CVV code or address is incorrect if the card is over the limit. My wife keeps a visa card with a real low limit that she uses for iTunes (in case it gets scammed) and she has gotten this report once or twice when her card actualy hit the credit limit.
