As far A's i know no browser apart from internet explore support old activex

When Macs and Linux systems dont do activex yet and even ms have somewhat dropped the std

They implement a strict security model that essentially sequesters applications from each other (with some APIs for exchanging some data between applications).
You probably want to contact the vendor of the DVR camera or controlling software and enquire whether there's an app for iOS for viewing the video stream. Vendors of low-end systems may still only support legacy systems (some, for example, still use what is essentially MS-DOS), but vendors of modern equipment may well have an iOS application available. The relative ease of building these applications for iOS makes it a pretty straight-forward thing to do.
ActiveX is deprecated (since the release of .Net in 2002), but Microsoft hasn't fully pulled the plug yet. Windows 8 Metro does away with it, but the "Classic" interface will still support it on x86 (at least 32-bit), though it's not clear about their upcoming ARM-compatible version.
I would concur, however, that relying on deprecated technology like ActiveX is probably not a good thing. There's no telling when they'll pull the plug, but you don't really want to be surprised when they do.

You cannot run it on the iPad. Hopefully that's clear.
You don't. Tekwelt doesn't support this. You need a Microsoft operating system (the mobile versions aren't supported, it must be a desktop one)
