I'm out of the country. When my macbook pro is plugged in, there is a slight sensation of electricity running through the keypad? Like where my palms hit when I type. Is this normal?

The power adapter supplies between 14 and 16 Volts DC to the MacBook. If the LEDs at the MagSafe are lighting normally, that is all you can get from most parts of a MacBook, even if wiring is damaged.
It is not normal to feel sensations like a mild electric shock from your MacBook, and if you can, you should have an Apple Service provider take a look at it.
Older MacBooks with a fluorescent backlight do generate a higher voltage (but very little current) to run the backlight for the display. Newer ones do not, and use LED backlights instead.
