Apps crash at random. Native apps or purchased ones. Have gone thru all the recommended fixes: reboot, reset and finally wipe clean and start over. Problem persists. Any suggestions?

Are all the apps and the iOS up to date?
Yes. Restored from backup yesterday and deleted a bunch of apps I don't use.
HW/iOS probs aside, some apps do crash fairly routinely, no matter what you've done. One way to check that out is to take a look at the reviews for that app, or go to their support website, or both.
You can always try deleting the app and then re-downloading and -installing it. Aside from making sure you're using the latest release of it, there's precious little else you can do aside from the things you've done.

I realize you have already restored once, but try restoring as a new device one more time.

I've had this device for about 16 months. Occasional app crashes are normal, I know. But this persistent crashing of even native apps like the Video Player, Safari, iBooks, even Settings, has been happening for about 6 weeks.

I'm having a similar problem, but only with certain apps. The troublesome apps in my case are TWC Weather HD, Huffpost, and occassionally, Safari. In the case of the first 2, I can't even launch the apps. They just crash right away, before they even finish loading.
