why do i get re-charged for buying music albums?

i bought 3 albums on my ipod about a year ago with a itunes gift carrd and now re-bought them on my ipad and it charged to my visa why is this happening?

iPad, iOS 4.3.3

If you do not want to repurchase music, sync it from your computer (where it should be) to your device.

iTunes is NOT a pay once, download indefinite number of times service.

Yet... Though in fact in the US this feature is now available via the iCloud Beta which, I presume, will be extended elsewhere as licensing terms are renegotiated. That said, the point above it still valid. When you purchase anything from the online store you should transfer it into your iTunes library (which you should backup) so that in the event of a problem you can restore you device and all the media upon it.
