issues with internet recover and error message

I am trying to do internet recovery for my mac air over lion os. Pressing command R, booting, entering internet password and a spinning globe. then a dead screen with an error of 2100F. any help.. plzzzzz. note that i dont have boot usb and no auhtorised dealer around.
