Under Settings->General->Network.
The option right on top is "Enable 3G" and you can select on and off.
Below it, some iPhones say "Cellular Data", others, like mine, says "Mobile Data".

I tried it out and got the same results. I went to Settings->General->International.->Language.
Default was British English. I changed it to English, and I saw "Cellular Data". Changed it back to British English and it was back to "Mobile Data".

3g is a cellphone network protocol
cellular data is enabeling transfer of data over the phone system
in many countries people can use 3g for video calls without having a data plan where
the video call is just charging for video call by the minute
As wjosten says they are the same. My phone says Mobile data, but if I change the language from British English to just English it changes to Cellular Data in the network settings.
