could not activate ipad

I am using the latest beta and trying to activate my ipad. I keep getting the error "could not activate ipad". what are the possible reasons why i can't activate this install? is it because of something on the apple/att side that has to be done in order for me to activate or is all the control within reach, i just can't find it?
