Encode issues with compressor motion blur!

Hi, i have exported an HD film from final cut studio as pro apple 422 and wish to create a DVD, the issue i have is that the DVD movement is slightly blurry. I have tried almost every which way i can to enable me to produce a high quality DVD through compressor and yet still find the same issues. My overall size of mov file is 33GB and compressor on my understanding should be able to reproduce a compressed DVD version. I know my way about compressor after many attempts of trial and error, should i export from FC as a self contained file as DV quality? My fear is that doing this will create a less quality copy. Any help would be gratefully recieved!
