Unless it is in airplane mode it should not make any calls. Also to be on the safe side, I'd remove the sim card from the phone and put your phone in airplane mode.

Well if the sim card is deactivated then I don't think it matters and it is not necessary to remove the sim card if it's deactivated. In most cases, when updating the firmware of the iphone, a sim card is required, but Apple no longer supports that for the original iphone (1st Generation). You don't need to put the sim card back into the phone when syncing to itunes. As long as it remains in airplane mode you should be fine.

If a SIM card is installed, even an inactive one, I believe it can still make calls to 911. I am pretty sure this is required by law in the US.
Not unless it's in airplane mode. OP, it is better to keep it in airplane mode just to be safe.
I want to be extra, extra safe so I will remove the SIM card and keep in airplane mode just to be on the safe side. It is amazing how intuitive kids are with technology so I want to just make sure to keep it as safe as possible. Thanks again!
