AppleCare vs. AppleCare+

I'm trying to decide what the difference is between the two plans. It doesn't really make much sense to me. I can pay 69.00 or 99.00. If I pay 99.00 I get the "honor" of paying another 49.00 if I have a service incident? It seems like to me the only difference in the two is the water damage coverage in the + plan. Anyone else have any idea what the advantages to the more expensive plan are?

Both plans extend the standard one year warranty by an additional year which includes free telephone support for two years.

The $69 plan does not cover accidental damage, the $99 plan does with a $49 service fee.

Do you know what the full retail sales price is for the iPhone compared to the carrier subsidized or discounted price? Apple offers an out of warranty or not covered under the warranty "repair" price which pays for an exchange at a discounted price - $199, which includes a 90 day warranty only.
