IF that is the case, then ATT has "upped" the "loyal customer qualification" for the new phone. I was able to buy my 3GS and my IP4 after only a term of around 1 year for each of these phones. I was under the impression that to be considered a loyal or good customer, the monthly service bill had to average just over $100 AND no late monthly payments.
So far on the latest upgrade, these qualifications no longer apply (I would qualify for both of them if they did still apply.) Instead, I'm into my 2nd year on my IP4 and the 18 month period will be up on Nov 26th at which time I will then transfer into the "promised land" once again.
This time ATT is holding me to the 18 month free upgrade period. I have another friend in the same boat. Perhaps with the expanded sales base, there just isn't enough phones to go around for the so-called good customers. Also, with the nearly 18 month life of the IP4, that may have had something to do with ATT not lifting the upgrade restriction this time.
Unless there is some SUPER qualification this time, it would appear that everyone who bought the IP4 in the first week or 2 will be locked out of the 4S until mid November unless they want to pay the $250 extra fee and most of the preorders will be from either new customers or 3G/3GS customers.
