Will Verizon iphone 4s work on gsm networks overseas? If so, I have some leverage with AT&T whose roaming rates are astronomical. (I'm sure verizon will screw me too--but it wd be nice to have a choice!)

Verizon's roaming rates are astronomical also, but AT&T has recently significantly reduced the cost of roaming data. Example: $120 used to buy 100 MB; now $50 buys 125 MB. Verizon does not have competitive data rates at all. However, to answer your question, yes, you can get a roaming SIM from Verizon and use the phone around the world on GSM networks and pay astronomical roaming rates.
Yes, you can roam overseas, but you will have to use the Verizon SIM and pay their roaming fees unless new information comes out saying otherwise. They basically want to make their subsidy back asap.
