I am looking to put any song to timeline and any video clip that will edit or put cuts at the beat of the music.
Is there such software available?

You will quickly learn that cutting dead on to the beat is robotic and mechanical. to say the very least. You might also try cutting just before the beat and/or just after. These will give you radically different feels, and one of them might just be the effect you are trying to achieve. Allow stuff happening within a shot to time with a beat.
It's not just the timing of cuts to the music, it's what's happening in the frame that's important.
