How can I activate my iPhone 4?

OK SO YOU NEED TO READ THIS ! My father bought me an iPhone 4 from France and he used it a little bit there, when he came back in Romania ( my country) he throw in the junk the sim card, box etc and he came in Romania just with the wall adapter, iPhone, headphones, usb cable. When I've seen it i was something like OMG OMG OMG ! and I've connected it to my computer and restored it... Now the big problem is that the phone is stuck in the activation screen and I don't have any ideea how can I use it without the original sim card. Now my question is there any way for Apple to make my iPhone read my sim card that I use in this country? I have talk with a lot of people on how can I unlock my phone but I don't wanna use any jailbreaking because I am a fair user of the Apple devices and services and now I am so dissapointed because I can not use my phone 😢 Thank you for the help!!

If it is carrier locked, you need to contact the carrier/service to which it is locked. Apple does not initiate unlocks of carrier-locked iPhones. Only the carrier can do that (and not all will even do so, so you need to contact the carrier and find out if they support unlocking).

Sorry, but from just the phone, I know of no way to figure out which carrier it is locked to. There are only four are only five or six iPhone service providers in France (as listed on the Apple support page), so show the list to your Dad and see he recalls which one it was, then contact them (or at least check their web site)
