If you have a system search bar, search "Device Manager" and select the first option. There will be a long list of devices.
Look down the list for "Universal Serial Bus Controllers"; when your apple device is plugged in it will say beneath this "Apple Mobile Device USB Driver" and the one below that will say something along the lines of "USB eXtensible Host Controller" if you have a microsoft computer. Either way, choose this one and then Disable it by clicking on one the options that appears in the top bar.
Unplug you iPod, and if necessary leave it for a while. Then come back and choose this same option again and enable it, while your iPod is plugged in.

Removing and Reinstalling iTunes, QuickTime, and other software components for Windows XP
or
Remove and reinstall iTunes and related software components for Windows 7 and later
- New cable and different USB port
