I have sweated with this for weeks now, tried everything I could find on the internet.
The advice given by firemanli on Oct 25, 2011 did it for me. Everything works now without a problem.
It also solved the problem I had with iTunes where I could not sign in to iTunes Store .

Windows Vista
1) Click on Start
2) Type cmd and (Don't press Enter) look up at the search results, right click on cmd run as administrator. Some left this out of the step. Original post had you go all the way doing it without and then told you after that it wouldn't work if you didn't. Worked for me.
you will see a new window
3) type "netsh winsock reset"
4) restart the machine
should work.
If still does not work you must disable the firewall and antivirus

Done the Winsock rest several times nothing seems to work. I’m left with a continuous spinning wheel after filling in my Apple ID… If somebody (apple!!!) has a solution I would be very thankful

Here was the steps that Apple gave me to solve this issue.
2) Check to see if any of the following software is installed: CovenantEyes, PCTools Spyware Doctor, or Browser Defender. If yes, remove this software and reboot the computer; if the issue is resolved, stop here.
I did not have any of the above programs installed, but I did uninstall Spy Bot Search and Destroy. After the reboot this didn't solve the problem.
3) Open a command prompt as an administrator and enter: netsh winsock show catalog >C:\before.txt
4) Then enter: netsh winsock reset
5) Reboot the computer. Is the issue resolved?
The issue was solved after the reboot. So I am not sure if it was just a winsock reset, or a combination of the reset and removal of Spy Bot.
6) If steps 4 and 5 resolved the issue, please open the command prompt again and enter: netsh winsock show catalog >C:\after.txt
7) If the issue was not resolved by the steps above, please enter this command: netsh int ip reset c:\resetlog.txt
8) Reboot the computer. Is the issue resolved?
9) Please also inquire as to what AntiVirus, Firewall, Other security software the users knows is installed and report that here as well

Points 3, 4 and 5 did the trick. Make sure you use the cmd command as described by ballbergen above.
This solved iCloud and iTunes sign-in on my PC (Windows 7 32 b) and my wife's laptop (Windows & 64 b). The problem disppeared entirely.

I'm hoping some1 can help me now! I have new problem. I was 1 of the ones who got my ICCP to sign in after restarting the bonjour service. Also, I had done the netsh winsock reset. So...
Last week my HP laptop with win7 x64 died. Just got my dell Inspiron x64 with win 7 home premium. Well, installed latest ICCP & actually got signed in. I installed my Microsoft office 2007 professional, which is what I had on my old laptop & with the ICCP everything synced to outlook without problems (once I solved the duplicate & triplicate calendar issues).
Currently, photo stream is working with the ICCP signed on. But, when I attempted to sync cloud with outlook, I first got all the messages that it was downloading to etc but then an error screen came up saying merge could not be started because of an unexpected error. I've tried, anyway, doing the various netsh winsock resets. Also, reinstalled ICCP & office 2007. At times, it goes through the calendar'& contacts & mail merge...says its done & ready in outlook...but when I open outlook only thing I see is my merged @me email account but NO CONTACTS OR CALENDAR EVENTS MERGED?!
Has ANY1 had this issue & know of a fix?! Please?!?! Currently at least the photo stream works.

Dec 15, 2011 2:29 PM in response to kaifromwaverleyby robinfromguildford,I too havethe same problem. been trying for some weeks .The wheel keeps spinning when i try to log in to windows control panel .Spent two wasted hours on phone to apple support .Last time the man said i would have to buy apple care next time i phoned and cut me off after a brief unsuccessful attempt to download again the windows control panel .It is all rather trying!

The Boss got a new iPad over the weekend, it syncs beautifully with his Vista laptop, but we can't even get him logged in to iCloud on the Windows 7 PC in the office. We've tried every suggestion posted, finally after four hours we're giving up. Looks like it'll be easier to move everything to his laptop and use that - that'll be fun.

what worked for me is checking the internet protocol on the computer
the client i was working with had a program called Net Nanny, and even tho we disabled it, it was still masking his network, causeing ICCP to fail upon sign in
do the following
click start
in the search area type in msinfo32
click on components
click on network
click on protocol
check the name in this screen after it's done refreshing, if your's shows anything except "MSAFD Tcpip [TCP/IP]" then you need to search the additional letters in google
if it doesnt show addition letters, try the netsh winsock reset from command
if it does show additional letters, google those letters to find what program is asking your network, once found, contact the manufacturer of that program and ask them to help you add icloud.exe into the programs exceptions or to help you uninstall it
iclouds filepath is c:\program files\common files\apple\internet services\icloud.exe
add icloud.exe as well as icloudservices.exe in the same file cirectory

Dec 20, 2011 4:09 PM in response to froobielooby mdraycott,I've fixed the problem on my Windows 7 PC by changing the properties on APSDaemon.exe. On the compatibility tab tick the box that says Run as Administrator. After each reboot I've tried iCloud works perfectly. Hope this helps some of you.

Dec 21, 2011 5:03 AM in response to jimmyb30_ohioby mdraycott,APSDaemon.exe is located in c:\program files (x86)\common files\apple\apple application support\ on Windows 7 PCs. Go to properties - compatibility tab and under privilege level tick this program as an administrator.

I was getting signed it, even on windows 7. But my problem was just bought a new laptop last week. ICCP was signing on, but when I was trying to merge cloud w/ Microsoft office 2007, the contacts & calendars would say there downloading & merging then hang then say "setup could not be started for unknown reason."
Thought maybe your suggestion might help it complete the merge/setup but it didn't!
Googled it last night & found solution. Said to open up ICCP & uncheck everything. Uninstall ICCP. Then windows update office 2007. When I checked windows update, there was a office 2007 update waiting & not installed (sp 3 I think). Did the update. Reinstalled ICCP. Signed on just now. Ticked calendars & contacts...& IT MERGED!!!
