I have been trying to repair a very similar problem since Tuesday when I installed a copy of Outlook 2010 and tried to log on to icloud from my Win 7 Pro 64 bit Dell PC. I have read far and wide about this problem and spoke to Apple who kindly got it to work on the 2nd fresh user account that they got me to set up. Don't try to copy files and app data to a new user profile. It is almost impossible. User profiles 'copy to' is disabled 'greyed out' in win 7. sysprep is the only way to copy a user profile and that is for IT experts only. Even then it does not copy all settings and personalisation. Enough of the small talk. Many thanks to others for the various ideas I tried and was successful with here. Not really sure which step fixed it but it did for me:
Make sure you have all the latest windows and office updates for your PC
First use the winsock reset CMD routine described elsewhere here using 'run as admin'
Sign out of iCloud Control panel on your PC
Uninstall the mobileme control panel software from windows control panel
Download that again from the Apple website and install it
(it will say mobileme is now iCloud just continue and ignore that)
Sign in to iCloud control panel
Do not check anything (before opening outlook) 1st time other than 'mail with outlook'
Click Apply
Close iCloud PC control panel
Open outlook and set me.com email as 'default'
Close outlook
Open iCloud PC control panel again
Check: 'contacts with outlook'
Check: 'calendars and tasks with outlook
Click Apply
When you click apply, if you see merging contacts/ calendar flash by then it has most probably worked.
Open Outlook and hopefully raise a smile

Nov 1, 2011 9:09 AM in response to andymc1980by jimmyb30_ohio,I'm so glad it worked 4 u 2 andymc1980!!! When I finally tried it after day's of iTunes syncing AND iCP inability sign in (as Administrator) doing the Bonjour Service reset was a MIRACLE 4 me as everything started working! Lol
Thnx 4 the feedback & glad u got yours working! Since Apple releases this & doesn't seem 2 care 2 help w/o 1st requiring money!

Right click on Command Prompt and choose Run As Administrator
XP
No need just run (Windows Key + R)
Type cmd
Click OK

Nov 4, 2011 11:45 AM in response to froobielooby MarkFromHugo,I have traced the problem to a permissions issue when the iCloud.exe file tries to access the "CSC" directory. In my case, I'm certain the issue is a result of our using remote folders and offline files.
Has anone else ran into this?

Nov 6, 2011 6:32 PM in response to froobielooby klopus2,That's terribly annoying. iCloud runs fine on my Vista PC but my new Win 7 64-bit box has this dreaded server error every time. Just in case I logged off of iCloud on the old PC. I tried all remedies on this thread - the winsock refresh, restarting Bonjour service, installing ME panel (though I don't have and never had me.com account), running iCloud.exe as an admin. Nothing helps.
Any other ideas or word from Apple?

Nov 7, 2011 4:16 AM in response to MarkFromHugoby andyinmalmesbury,I'd noticed a permissions problem when tracing ICloud.exe with Sysinternals Procmon it was getting an access denied error and them nothing else happened.
I'm not using remote folders or offline files on my laptop (Vista 32 OS).
Creating a brand new user account overcomes the problem, however migrating my profile and files is a non starter at the moment. I'm also of the view that this approach is a really satisfactory one to solve a problem.

Uninstaling several suspicious programs I found out that "Speedbit video accelerator" caused the problem.
Once uninstaled, I was able to log in to Icloud control panel.

Nov 11, 2011 6:25 AM in response to aharonZfromtel avivby jacaranda_tree,I have had problems on one windows based computer to login to icloud, whereas another windows pc had no such problems.
In the end deleting the antispyware program (PC Tools Spyware Doctor) was the solution. This program actually also caused problems elsewhere. So I deleted it completely, restarted it, and icloud connected immediately.
Perhaps these antispyware programs cause some sort of conflict somewhere? Just a thought...

I am running Windows Vista Home Premium Service Pack 2 and iCloud Control Panel 1.0 (I re-downloaded the Control Panel during this process but I don't think that was the problem). I have an iPhone 4 running iOS 5.01.1.
Like everyone else, when I attempted to log in to the iCloud Control Panel, I got the endless spinning wheel.
At the suggestion of another user, first I went to the COMMAND prompt, then typed services.msc
(For non-geeks like myself, you get to the command prompt by right-clicking on the start menu.)
I stopped Bonjour.
Then I went to the MobileMe Control Panel. The MobileMe Control Panel prompted me over to the iCloud Control Panel.
Which finally, finally allowed me to log in.
I then followed the iCloud prompts, and I think my calendars are finally synched between my phone and the Cloud.
Unfortunately, this transition deleted all the previous data that I had on my Microsoft Outlook, both the calendar *and* the contacts. Everything went over to the Cloud, except that I lost my "categories" function for my contacts (which I wasn't using, but is annoying).
It's workable because I can see the iCloud calendar from Outlook (and the iCloud calendar picked up my archived appointments, too... it doubled and tripled them for some reason, I think in syncing with my phone... so there's some cleanup I need to do).
As a test I just added an appointment on my phone, and it shows up in the Cloud. And I added an appointment on my computer (to the iCloud calendar, not the Outlook calendar, which is empty, like I said), and after I hit "refresh iCloud," it shows up on my phone.
