Did the IOS 5.0 update, Iphone asked to be configured.
Prompted for Setup iCloud - Don't use iCloud - next will not work!
Stuck on the Setup iCloud screen!!
Now phone is unusable!
iPhone 4, Windows 7
Down the bottom of the page try clicking "Skip this Step".
Also works if you don't want to set up a new Apple ID
Don't have the option to skip this step! Very annoying!!!

Did another Factory reset and upgrade - same problem - got fed up since I could no longer get into the phone - I could only make emergency calls only!
So powered off - then the iphone went into a loop (rebooted itself about 9 times) and then worked! Not sure why or what happened, not overly happy with Apples upgrade process. But at least I have a working phone now.
Restart the iphone, do the steps again and it should have the option to skip that step
Just kidding. All I had to do was power off my phone and then turn it on again and it fixed the issue. Hope your's was resolved as easily.
Having the same problem on second loop through and can't make calls!!
I had the same issue. Rebooting seemed to solve the problem.
Don't want to seem paranoid, but seems fishy that the only problem I had was when I tried to avoid having all of my personal information and location information uploaded to Apple's Servers. I wonder how many people gave up and just clicked on "Use iCloud" to get past the problem.
