Photo stream vs camera roll

I have an original IPad, Iphone 4 and a PC I haven't been able to figure out how to move photos into the photo stream, or save a pic that I take with my camera to the photo stream instead of the camera roll. The only "add to folder" options that I seem to find only allow for creating a new folder...
