Same Issue. Works on my iPad and iPhone, Doesn't work at all on the iMac or laptop. Once and a while iCloud decides to recognize these two devises as being on the Primary (and only account I have) Account, while most time I get the same not primary account number. Apple has some main problems with this. Oh, to have the .mac/.me back again.
In my case I fixed it by deleting the account and restart the computer then set it up again.
Had this issue for a couple of months and resolved it by loging on using XXX@me.com instead of XXX@mac.com. The .me com is now the primary iCloud account while the .mac com is an alias. Try it and see if it works.
