why my iPhone 4s doesn't have Siri?

i just buy my new iphone 4s today and i can found SIRI

I just contacted Apple iPhone support and was told that SIRI is down currently and has been for several hours. I also learned that SIRI is actually in Beta- and will be down from time to time as they perform updates and tests. Interesting that they'd go into a full advertising campaign promoting a major feature that is still in testing, and they KNOW it will be down from time time.

Their justification: It'll be even better when it's finally finished.

Siri is an unusual situation. It's usability depends on speaker independent voice recognition, something that is in the "very hard" category in natural language processing. It depends on a huge sample size of voices, words and phrases. The only way to get a large enough sample is to have millions of people using it. Thus, it's not a service that could be released based on testing by a few thousand testers, as most other Apple products are. It was a brilliant move to release it as a Beta to 6 million iPhone 4S users. This provides a service to those users, and at the same time allows the servers to improve their recognition ability.
