Where do I click on "agree" for the new Terms and Conditions. I have received several emails but cannot locate it and cannot download any apps!

I cannot install new apps until I agree to the new terms & conditions sent via email but I cannot locate the "agree" option. Please help. Thanks!

I haven't found anyone that can do it through their phone. I had to log onto my computer and do it. Even then I couldn't get into iTunes on my phone until I went into Settings and into Safari and changed my cookies to Third Party and Advertisers.
