If you have a blue tooth turn it on and issue the command "turn off voice over". this works every time. easy to fix too.

VoiceOver (that feature is not Siri) is for use by the visually impaired. So blind people want to use it, not masochists.

(There are many other settings under "Accessibility" that benefit people with disabilities of all types.)

I had the same issue and I just found that if you go to Settings>Touch ID & Passcode, scroll down to Voice Dial and switch it off. It definitely did it for me.
