Today I purchased the iPhone 4S and noticed it does not have the Face Time application installed. In settings I have this app turned on. Where/how can I download this application?

FaceTIme is not an application, it is part of the phone application. If the facetime icon is greyed out when you are on a call, or is not available in Contacts, then you need to go into Settings and enable it. Settings>FaceTime

I have FaceTime on an iPod touch and this device is not a phone; so I do not undestand the answer I recived.
my Iphone 4s does not have an icon for face time, but it is turned on in settings.
Try looking in the contact list or address book app. When you select a contact there are buttons at the bottom including FaceTime.

The contact list allows me to launch the face time application, and does allow me to make a 'call', but its icon does not show in the iPhone. Is this the way FaceTime works in this device?

Yes, this is the way Facetime works on the iPhone. Facetime is a separate app on the iPad and Touch but no on the iPhone.
If you can turn it on in the settings, it should be installed. There isn't an app button for it on the home screen.
Open your Contacts
Pick one
Click the FaceTime button
You can facetime using the method above, selecting the contact and then selecting the facetime button or alternatively go to the app store and download a free facetime app from a 3rd party which is what I have done as I find it quicker. You are right in that the ipods come with a Facetime app from Apple, I have no idea why Apple don't make this available to all users that have a forward facing camera.

Coming from a 3G, I noticed on my 4S that there actually was a FaceTime icon on the home page the first time I turned it on. As soon as I restored a profile and synced the FaceTime icon disappeared, but the other new apps stayed.
I agree I had the Iphone 4s facetime app camera lcon when i first activated my phone, i synced my phone, and poof icon gone.

so you cannot get facetime. facetime is banned in some arab countries.
