iMessage forever in "waiting for activation".

I'm having trouble activating my iMessage (and also FaceTime). I do everything as it supposed to, but it stays forever saying "waiting for activation". I really don't know what else to do. I tried m regular apple id, and it didn't worked. The. I tried another one, without success. Actually, both iMessage and FaceTime time work, but only with email, not with my cellphone number. And I already restored it again and did all over, step by step, without any luck. I really don't know what to do anymore. I'm really frustrated, cause my friends did it and worked out good. Same phone, same carrier, but they got it. I went through a bunch of pages here - Apple support communities - and saw A LOT of people dealing with the same. I saw people saying "bad download", but how can it be a bad download if it came from apple servers? Help, please
