I purchased a Mac Mini server edition. Can I download Lion OS X from app store for free ?. Or do I have to purchase ?
If not Lion OS X. Is it possible to download Lion OS X server ?

If you purchased a Mac Mini Server edition, it has OS X Server preinstalled. Just look for an app named Server to control it. You'll have to download the Server Admin app along with workgroup manager.
Yes, if you need to re-install Lion server, it will be no charge. I just did that yesterday with Lion server, since I wanted to make a raid set of the internal drives, requiring a re-install.
