I'm not sure if you, or anyone else having battery issues on the 4s, has tried closing the apps running in the background periodically.
To do this:
Double push the "Home" button on the bottom of your phone to bring up the running apps (displayed in a row on the bottom of the screen).
Next tap and hold one of the Apps until the red off button is displayed, and app icon shakes (similar to when you are deleting apps)
Go through and touch the red off button on the top right of each app until they are all closed.
Thats it. There are so many posts in this thread, so I appologize if I am repeating someone else's comment, or if this is common knowedge. Since I discovered this function, I have noticed a decent increase in battery life, as long as I keep up on it throughout each day. Once you open an app, for some reason it stays running in the background, no matter if you power your phone off and on, etc.
Also, I purchased an app called Boost Magic, which works on the iPhone and iPad, and it seemed to help even more than just closing the background apps. For 99 cents, it is worth a shot in my opinion. It charges your iPhone/iPad in stages, and recomends you wait until your phone is below 20%, open the app, then plug it in for the most efficent charge. After that, it simply runs in the background. Also gives you useful DATA on usage senerios and has some kind of help for screen cleaning? That I don't claim to understand.
Hope this helps someone, let me know if you need something I said clairified further.
