Hi, last night I turned off voice feedback on Siri and the setting changed without a problem. This morning I tried to turn it back on, but even though the checkmark is now on "Always" rather than "Handsfree Only", Siri will not speak. The server doesn't seem to be down since it understands everything I say. I have tried turning Siri off, restarting, then re-enabling Siri. All other sounds on the iPhone work fine.

Just to put the answer here as well. . . activate Siri & turn the volume up. Worked for me!

I have a new IPhone 5, and I had the same problem. It's strange because Siri spoke when she didn't understand something, but otherwise remained silent. My voice feedback was set to "always." I realized that I could hear Siri if I had my phone to my ear; the app just wasn't using the speakerphone. I switched to "raise to speak" instead of just pushing the button. Lo and behold, Siri starting speaking through the speakers. I have NO idea why that would have helped.
For those using iCleaner, this program is the reason why you are limited to certain functions of Siri, so enter iCleaner and press + and select Restor daemons ... and that it 🙂
I discovered that Siri has a separate volume control from the main volume control. I had to press and hold the home button to make Siri listen, then while it was listening adjust the volume. It was turned all the way down.
I faced same issue that Siri won't give voice feedback at all. Then after some experiments, discover that it won't give voice feedback if you sent it to American Female in the settings. The voice feedback works perfectly fine for all other settings.

This solved my problem. I tried everything. Then when in the Siri screen I adjusted the volume and it was set to minimum! so made it max and Siri responds now!! Thank you
