i am not able to send or receive a text message on my new iPhone 4s

I can send imessages to my husband's iphone, but cannot text anyone else. what gives?

I just fixed my iPhone from saying that took for ever but try and turn on data roaming in the settings and try to send it again

I tried Podman42's suggestion. It did not work. My text messages worked up until a couple of days ago. Any other suggestions?
