My computer won't let me quite safari so I can't restart my computer
While updating my computer it tells me i need to restart it so when i do safari won't quite and won't let me press the button

try holding your power on/off button for >15 secs. Should shut down.
To quit (not quite) and application that is problematic hold down the command-option esc keys and select that app to quit.
Have you tried Force Quit? If that doesn't work, then just press and hold the power button until your Mac shuts off, then restart. Perhaps not something you want to do too regularly, but the hardware can handle it - not a big deal, really.

Use Force Quit mode. Go to the Menu Bar of Finder, click the Apple logo > Force Quit, and quit Safari. If you are using Lion, when you re-open Safari later, chances are your webpages will be back into place. You could also try clicking Command+Q on your keyboard or secondary-clicking the Safari icon on the Dock and quitting it from there.
